How to get good publicity - Local news version

Smaller local and home town papers often have a section for individual acheivements. This iem was between notices of a Fullbright scholarship and an advanced journalism workshop:
LEADERSHIP INSTITUTE
Randall J. Crawford, a senior at Morehead State University, participated in Sigma Phi Epsilon's 2005 Frank J. Ruck Leadership Institute in Richmond, Va.
Crawford, a philosophy major, was among 120 students from across the nation who gathered for the training seminar on values-based leadership.
During the institute, held at the University of Richmond, participants debated and discussed the role of the fraternity in promoting service, excellence in the classroom and the collective good in the college experience.
Of course, it takes a whole bunch of these to counteract even one story like the previous ones.
