Understanding Productivity

Tim Bryce has another "Freemason Information" article that sounds like it was written with chapters, AVCs and HQ in mind. What is productivity and why is it so hard to achieve?

...most people take on a “reactive” versus “proactive” approach to management. Instead of trying to anticipate and plan for the future, its easier to let the problems come to us, thereby we don’t make progress because we are constantly putting out fires as they occur. You might have some great firefighters on your team, but they are probably your chief arsonists as well.
Does anyone come to mind? I thought so.
