For all the work Larry Penley has done in his first year as president of Colorado State University, the use and abuse of alcohol are dominating the start of his second year.
Penley used his annual fall address Tuesday to announce that Colorado Lt. Gov. Jane Norton will head up a special task force to address alcohol and substance abuse at CSU.
