With one fraternity disbanded and two suspended by the university, Chico State is evaluating the Greek system.
President Paul Zingg said the Greek system's very existence is in question.
"Everything's on the table," he said.
Interfraternity Council President Nick Hollingsworth said he doesn't think Zingg will cut the Greeks because they would form local fraternities and create a bigger problem.
Local fraternities, such as Chi Tau, don't have to follow university or national rules and don't do community service, he said.
"They have no rules, no governing body," he said. "They have a house with 50 members and $10,000 to party with."
But Greek adviser Connie Huyck said if Greek organizations lose university recognition, the university will work with the city and police to ensure the organizations don't turn into Chi Tau-like fraternities.
"It's my hope that the Greeks will come back to their values and hold themselves to a higher standard," she said.
At some campuses Greek row is the cleanest, nicest neighborhood. But broken windows, unsafe stairways and unsightly conditions add to a dirty Chico Greek community, Zingg said.
"Literally, clean your act up," he said.
